Ensuring the integrity of our elections is fundamental to preserving trust in American democracy. Following the 2020 presidential election, concerns about potential irregularities prompted detailed examinations of voting processes, data security, and registration practices across multiple states. President Trump Address Vulnerabilities in Electronic Voting and Ballot-Counting Systems For years Americans were blatantly lied to about the security of our election infrastructure, including electronic voting machines and ballot-counting systems. We are releasing a series of previously-classified U.S. Intelligence Community Assessments and other reports proving that our government has long known these machines are extremely exposed to attack. As one assessment states: “We judge that U.S. adversaries, including at a minimum Russia, China, Iran, and North Korea, as well as non-state groups, have the capability to compromise U.S. election infrastructure.” The documents also state: “We assess that centralized election-related data repositories, such as voter registration databases, pollbooks, and official election websites, are most vulnerable to exploitation, and adversaries could use access to these systems to disrupt election processes.” Tonight, we are releasing all of these findings, spanning from January 2020 to June 2026. This is a cyber threat aimed at the very heart of our democracy. Many people have questioned whether it could actually be possible to electronically manipulate vote totals or change election results. Today, we are releasing documents that show the CIA obtained reporting of a specific plot by the Maduro regime in Venezuela to do exactly that—conspiring to digitally rig their own country’s elections in 2020. This reporting included precise details about methods the regime developed to digitally alter vote totals in ways that could not be detected even with an audit. This intelligence underscores why we must take urgent action to ensure that our own systems can never be hacked or compromised. China’s Acquisition and Exploitation of American Voter Data Over a period of years starting during the 2020 election cycle, the People’s Republic of China carried out what is believed to be the largest compromise of election data in history—resulting in China’s illicit acquisition of 220 million U.S. voter files. That information includes names, addresses, phone numbers, political party preferences, and other sensitive data that would be needed to register to vote, and engage in other nefarious activities. This data loss presents an unprecedented election security nightmare. The intelligence even shows that China assigned a data exploitation unit specifically to this new project. Members of the Deep State in our intelligence agencies worked to actively suppress and downplay information about the extent of China’s sinister election meddling—covering it up from both the President and the American People. U.S. spy agencies began learning about the compromise of voter registration files in 2020, when they discovered that tens of millions of voters’ data in 18 states had been bought, stolen, or hacked by China. Yet those responsible for sounding the alarm instead kept the information hidden. Michigan Voter-Registration Investigation Even when significant evidence of fraud has been detected, it has been buried and covered up. Among the disclosures are FBI files detailing evidence of alleged fraud by a large-scale voter registration operation in Michigan. In 2020, Michigan State Police raided a Democrat get-out-the-vote organization in Muskeegon, and were so concerned by what they found, that they contacted the FBI in Detroit. The documents state that some canvassers admitted to FBI agents that they signed voter registration forms in other people’s names, submitted fraudulent registrations for people who did not exist, and received gift cards tied to the number of applications they produced. The FBI agents working on the case believed that crimes were committed—yet the Biden Department of Justice slow-walked the investigation for years. Director Patel is being directed to ensure that the matter is fully investigated, and to work with the Department of Justice to prosecute those responsible for any crimes. Noncitizens on State Voter Rolls According to a D.H.S. review of state voter rolls and public records, they identified approximately 278,000 non-citizens who are registered to vote in federal elections. Since Democrat states refused to share their voter files, the real number is actually much higher—yet even this limited analysis found more than a quarter of a million foreigners illegally registered to vote. Put together, these disclosures reveal an election system so broken and vulnerable that no one can possibly defend it. Hundreds of millions of U.S. voter files are in the hands of foreign governments, our machines and ballot-counting systems are exposed to hacking and manipulation, China and other countries have been trying to meddle in our elections, evidence of fraud has been buried, hundreds of thousands of non-citizens and dead people are listed and active on the voter rolls—and yet, we still have elections with no Voter I.D., no Proof of Citizenship, and tens of millions of ballots floating aimlessly through the mail. Oxferd Comma Documents The FBI opened a criminal probe specifically targeting Donald Trump in May 2017, alleging the newly elected president may have been acting as a Russian asset when he fired then-Director James Comey even though the bureau’s own evidence overwhelmingly showed at the time there was no collusion with the Kremlin. Internal FBI memos newly declassified by the White House show the investigation – codenamed Oxferd Comma – was launched in the immediate aftermath of Comey’s May 9, 2017 firing and was predicated on an allegation that previously released records show the bureau’s own agents had mostly dismissed. Maricopa County Data Breach Arizona’s largest county suffered a significant breach of its election data in the days before the 2020 presidential election when a self-described hacker foiled security and obtained 633,000 voter registration files but the Biden Justice Department and local prosecutors declined to bring charges even after the FBI got the suspect to confess, according to declassified documents made public Thursday by the White House. The scraping of Maricopa County’s voter registration files was the most flagged security incident in a cyberintrusion log kept by U.S. spy agencies in the days around the Nov. 3, 2020 election, and it caused an extensive FBI investigation that led agents to a home in Fountain Hills, Ariz., the memos show. The FBI opened a probe into sitting Attorney General Jeff Sessions in May 2017 for potentially making false statements to Congress about Russian contacts even though he had already updated the disputed testimony, newly declassified documents show.

The evidence to support the probe — codenamed MARCH TOLL and opened one day after FBI Director James Comey was fired by President Donald Trump — was a weeks-old letter from Democrats and an article from a liberal news site, the memos show. The bureau’s investigative files into the Sessions matter were declassified by President Donald Trump and made public Monday by the White House Government Transparency Task Force. Today the White House Government Transparency Task Force released documents newly declassified by President Trump that reveal a secret operation by the FBI and spy agencies to neutralize the Biden family corruption scandal during the 2020 election. Round River was essentially the reverse mirror operation to Crossfire Hurricane. After investigating for three years disproven, Democrat allegations of Russia collusion, the FBI flipped to discrediting significant evidence from its own informants about alleged Biden family corruption. The FBI developed evidence that a Chinese woman with direct ties to that country’s intelligence service had potentially compromised a Democratic congressman from California with sex, foreign interns and illicit donations while she was being recruited to become a bureau informant a decade ago, according to bombshell memos that expose another threat to America’s political system from Beijing. The files chronicling the relationship between Rep. Eric Swalwell and the Chinese national Fang Fang – also known by her English name Christine Fang – were declassified by President Donald Trump and released Monday by the White House Government Transparency Task Force as part of a broader effort to unmask foreign threats to U.S. political and election systems. In a tense March 2020 meeting just months before the presidential election, the National Security Agency’s (NSA) deputy director blocked the release of a long-delayed report on foreign targeting of U.S. elections—not because the intelligence was flawed, but because he feared it would brand the agency as part of the “deep state.” The recently declassified document is a contemporaneous, written account by an NSA analyst of a meeting that day about whether, and how, to release a long-delayed intelligence report, at a time when President Donald Trump had levied sharp criticism about the intelligence community (IC) and had questioned the security of elections. Foreign-Made Voting Machine Parts Recently declassified records, including a 2024 ODNI Annual Threat Assessment, concluded that “China remains the most active and persistent cyber threat to U.S. Government, private-sector, and critical infrastructure networks. Beijing’s cyber espionage pursuits and its industry’s export of surveillance, information, and communications technologies increase the threats of aggressive cyber operations against the United States and the suppression of the free flow of information in cyberspace.” A National Intelligence Council Memorandum from October 2024 stated, “We assess that some U.S. adversaries—at a minimum China, Iran, and Russia…have the technical capability to access some U.S. election-related networks and systems.” The declassification of these and other documents supports the need for strong mitigation strategies, particularly considering the known weaknesses in the election infrastructure supply chain. Voting machines with components manufactured by foreign adversaries introduce significant security risks. These vulnerabilities mean that malicious actors could potentially compromise election infrastructure at any stage of the supply chain, even before the machines are assembled or deployed. If a component is tampered with during manufacturing, it could serve as a point-of-entry for hackers, allowing for the possibility of synchronized attacks across multiple machines and jurisdictions. Private Voter Information Sharing A Sept. 2, 2026 letter from Homeland Security Secretary Markwayne Mullin addressed concerns about private voter information such as social security numbers and driver licenses being shared with a nonprofit group in possible violation of federal law. Handwritten Notes of 2017 Flynn Interview FBI agents’ long-secret handwritten notes of their 2017 interview with Mike Flynn have been declassified and highlight fresh discrepancies with the bureau’s official documents that were used to criminally prosecute President Donald Trump’s first national security advisor and pressure him to reach a plea deal nearly a decade ago. DOJ & DHS Election Enforcement Actions The Department of Justice Civil Rights Division, working jointly with the Department of Homeland Security, maintains an ongoing record of nationwide enforcement actions to safeguard election integrity.
