Windows store and apps crash

It seems to have been a common problem for a while. I suffered through it a while back and eventually fixed it by reinstalling the OS. I had a hard drive start to fail so I recently reinstalled. After a week or so this problem is back again. I really don't want to have to reinstall.
I have Windows 8.1 Pro. This is a home machine desktop machine and I have admin access. Recently I lost the ability to open any metro apps including the store. I really only use Netflix and the weather app so it doesn't kill me cause I can work around it. It does bug me that the OS isn't working though.
I get the app splasjh screen then it closes. It shows up as an open app on the left side but still will not open.
I am getting the following event logged.
Activation of app Microsoft.BingWeather_8wekyb3d8bbwe!App failed with error: The app didn't start. See the Microsoft-Windows-TWinUI/Operational log for additional information.
In the Microsoft-Windows-TWinUI/Operation log I find a corresponding entry.
Activation of the app Microsoft.BingWeather_8wekyb3d8bbwe!App for the Windows.Launch contract failed with error: The app didn't start..
I am welcoming all suggestions though most things I've tried haven't worked.

Anonymous 2014-03-13T16:14:07+00:00 The fix above corrected my ability to run Metro apps but I noticed that a standard user account on the same machine was having problems with file permissions. I went ahead and restored last night to a point just after I had installed the OS. I had to re-installed my applications this morning. I found the application that caused my problem was Corel X3. Everything was fine until I installed this. I had the exact same problem with the registry permissions and standard user file permissions afterwards. I had to restore again but luckily had saved a restore point just before. Everything is fine now. I don't use Corel for much so I'll run it on a XP VM when I need to use from now on. Corel X3 is not compatible with Windows 8. 0 comments No comments Report

Luckily I had a second machine I could compare it to so I was able to edit it to match. All of the other permissions were fine. After rebooting the store and apps now open.
