The Delegation of the European Union to the Philippines is a fully accredited diplomatic mission representing the European Union in the Philippines. Its mission is: Enhancing dialogue and cooperation between the European Union and the Philippines; Supporting the implementation of the EU-Philippines Partnership and Cooperation Agreement; Promoting strong economic and trade relations; Working with the Philippine government to achieve the UN Sustainable Development Goals; Supporting peace and development efforts in Mindanao. The Delegation collaborates closely with the embassies of EU Member States resident in, or accredited to, the Philippines. The Head of Delegation, Ambassador Massimo Santoro, is formally recognized as the EU’s official representative to the Philippine government and holds the title of Ambassador. Since then, the Delegation has served as the primary point of contact between the EU and the Philippines, strengthening bilateral relations. The Delegation is composed of five sections: Political, Press, and Information. The Section’s role is advancing all aspects of EU-Philippines relations. It oversees and promotes bilateral cooperation in foreign affairs, human rights, security, education, and social and cultural affairs. It also advances the EU’s strategic communication and public diplomacy activities with and in the Philippines. Head: Agata NOWICKA Human Rights Focal Point: Frederic GRILLET Trade. The section follows all trade and economic developments in the Philippines and informs in the Philippines about trade-related policy developments in the EU. It works closely with the Philippine Administration and Philippine and European business. It follows up on developments in the legislative and ease-of-doing business environment in the Philippines that could affect European imports or European investors. It covers trade and sustainable development and the GSP+. The section in particular supports the current negotiations for a Free Trade Agreement between the EU and the Philippines. It works in cooperation with EU Member States and businesses. Head: Justyna LASIK Cooperation. This Section manages the EU’s technical and financial cooperation in line with Global Gateway and the agreed priorities with the Government of the Philippines such as green and digital economy, climate action, good governance peace and development in Mindanao and is the entry point for all Financial and Development Partners. Head: Marco GEMMER Finance, Contracts and Audit. The Section manages financial and contractual operations of EU-funded projects and programs in the country ensuring their legality, regularity and sound financial management. Head: Daniela OTTAVI Administration. This Section of the EU Delegation handles the internal operations of the office including human resources management, financial administration, and logistical support. Head: Diana VAN DER BIJL The Delegation does not handle consular services (such as visa processing or tourist information), which are managed by individual EU Member States embassies in the Philippines.
